Hong Kong Service Sector Down, But IT & Tech Hiring Resilient

By Vahid Haghzare (Director) at Silicon Valley Associates Recruitment

While Hong Kong continues to experience significant challenges in tourism, retail, and traditional job sectors, Hong Kong tech hiring remains resilient. Despite economic uncertainty, the demand for skilled tech professionals is holding steady based on what we are seeing in the market. SVA Recruitment, an IT recruitment agency in Hong Kong, observes that businesses are still investing in tech roles to support digital transformation and operational efficiency.

The Situation on the Ground

Here is how different parts of the economy are responding:

  • Hoteliers and retailers are cutting prices significantly to stay in business

  • Employers are pausing permanent hires and delaying expansion

  • Recruiters are seeing both slowdowns and growth, depending on sector

Background: Protests and Economic Pressure

The protests began in response to a proposed law that would allow criminal suspects to be extradited to Mainland China. Although the bill was suspended, many citizens demanded its full withdrawal along with an independent investigation into police actions.

What started as peaceful protests grew more intense over time. Demonstrators occupied Hong Kong International Airport for six days, causing nearly 1,000 flights to be canceled and disrupting business across the region.

Service Sector Hit the Hardest

Tourism numbers have dropped. Hotels report a 30 percent decline in international arrivals and have lowered their rates by up to 70 percent compared to 2018. Airlines are scaling back operations, with Qantas reducing capacity and Cathay Pacific expecting major revenue losses.

Retail businesses are struggling. Shares of Lifestyle International dropped 19.5 percent since June, and the Hang Seng index has fallen. Analysts expect retail sales to decrease by 10 percent this year, in contrast to last year’s growth.

A Shifting Job Market

The employment situation varies widely by industry.

Some recruitment firms have seen a dramatic decline in responses to job ads, with some roles receiving zero applications. This was the first time in over a decade that such silence was recorded. Unemployment is starting to rise, especially in retail and hospitality.

Hotels are asking staff to take unpaid leave, and restaurants such as Tsui Wah have closed locations as customers avoid high-risk areas.

Many companies have chosen to delay hiring or freeze roles until stability returns. At the same time, candidates are becoming more hesitant. Some overseas professionals are rejecting offers, and local employees are starting to inquire about relocation opportunities, particularly in Singapore.

Why Hong Kong Tech Hiring Remains Resilient

Even with the challenges, Hong Kong tech hiring is steady. Local tech companies and global firms from Japan, Korea, Europe, and Singapore are actively hiring. These employers see opportunities in the current climate, especially with the ongoing U.S.-China trade conflict and growth in the Greater Bay Area.

The Greater Bay Area, which links Hong Kong with Macau and key cities in Guangdong, is seen as a powerful innovation hub. Companies are positioning themselves to take advantage of this, leading to continued investment in IT teams.

While long-term political uncertainty could shift some financial operations to cities like Shenzhen or Shanghai, Hong Kong still plays a central role in the region’s tech ecosystem.

A Sector of Growth, Not Decline

The protests have hurt many sectors, but tech continues to grow. Companies are pushing forward with digital transformation, cybersecurity, and cloud projects. These require highly skilled talent, and hiring remains a top priority for many.

Hong Kong tech hiring may even become more competitive as firms move quickly to secure top talent. Employers who remain proactive during this time are better positioned for future success.

At Silicon Valley Associates, we continue to see steady demand from clients who are confident in the long-term opportunities in Hong Kong’s tech sector. We remain committed to helping companies find and retain the professionals they need.
